Professional Problem Solver

I read somewhere that becoming an engineer was by extension, becoming a professional problem solver. It made me think of the character 'Winston Wolf' from the movie Pulp Fiction. He was kinda like that; a corpse-disposing, mobster / engineer. I wonder where he got his degree from.
